Northamptonshire's Casualty Reduction Partnership (CRP)


Northamptonshire's Casualty Reduction Partnership (CRP) comprises of five key partners including Northamptonshire County Council, Northamptonshire Police, Health Authority, Magistrates Court and the Highways Agency. By bringing together key agencies, taking ownership and sharing responsibility for all road safety issues, the partnership has been able to demonstrate dramatic and sustained casualty reductions in high risk areas. For example:-

  • The partnership has achieved the highest reductions in killed or serious injury casualties of any Police force area in the East Midlands.
  • Killed and seriously injured casualties have reduced year on year from 772 per annum (1994 - 98 average) to 498 in 2004 a reduction of -36%.
  • Road deaths have reduced from 76 in 1999, to 46 in 2004.
  • Killed and seriously injured child casualties have reduced -42% from the baseline average 1994-98.
  • Through road safety actions targeted to deprived areas casualties have started to reduce.
  • Through targeted intervention motorcycle killed and seriously injured casualties are showing encouraging reductions of -28% (2004v2003)
  • The latest Comprehensive Performance Assessment (CPA) for the Sustainable Transport Service in Northamptonshire report complimented the work of the partnership for achieving "outstanding contributions in reducing casualties"
  • The partnership has received a variety of awards including the National Transport Award for Road Safety 2001, Institute of Highways and Transportation/BP Road Safety Award 2002, Institute of Advanced Motorists Dominic Fox Award for Young Drivers and 4 Prince Michael International Road Safety Awards.
The originality of the CRP is evident in its holistic approach to casualty reduction which draws on the strengths, knowledge and skills of all the partners involved. The fundamental principles used in Northamptonshire are both tried and tested, and demonstrate excellent practice. For these reasons, the Northamptonshire model has been recognised as a centre of excellence for Road Safety and awarded the prestigious Governments Beacon Status award in March 2006.
